It doesn’t appear to be available to download

Just read the above
There’s nothing in the rules about what actually happens if someone fails a test

That’s astonishing that tests have been in force for a good few years but there’s nothing in the rules about what happens helpless

Did you read this section?

"Penalties for Policy Violation and Disciplinary
Failure to comply with the provisions of this policy will be grounds for disciplinary action up to and including a
lifetime ban. Once a positive test result has been confirmed and a review with the course of action decided as
disciplinary the following will be applicable
1. Upon a first confirmed positive result or policy violation the member will be subject to a 12 month ban from
the S.P.A which must include two full Super events and the member will be target tested upon return to the
S.P.A and periodically for the subsequent 12 months.
2. If a second confirmed positive test result or policy violation is provided a further 24 month ban from the
S.P.A which must include four full Super events and the member will be target tested upon return to the
S.P.A and periodically for the subsequent 12 months.
3. A subsequent third positive test result or policy violation will result in a lifetime ban from the S.P.A.
4. Anyone falsifying a test will have their ban doubled.
For further information please consult the disciplinary policy procedures for the S.P.A.

Can you see the bit where it says what happens to frames won at counties events once a player has failed a test?

That’s a different question entirely.

What drugs are tested for exactly? Is it only the class A drugs such as Cocaine, Ecstasy or MDMA which are only in the system for 1-2 days I believe or are the tests done for everything including Cannabis which stays in your system for weeks. It would be pretty poor if someone got banned for smoking a Joinry in their own time, at home, minding there own business 3 weeks prior to the event.

Can someone please clarify
